The City of Clarksburg Stormwater Plan

In March of 2003 the Clarksburg City Council adopted a resolution authorizing Submission of Notice of Intent (NOI) and Stormwater Management Program (SWMP) for the City of Clarksburg and to the West Virginia Department of Environmental Protection (DEP). In September 2004, the City of Clarksburg was granted coverage under West Virginia’s Small Municipal Separate Storm Sewer System (MS4) General NPDES Permit. The SWMP Submitted met all requirements and is being implemented according to the schedule outlined in the SWMP. The SWMP will be fully implemented within five years of the date of the permit.

The City of Clarksburg is in the process of adopting a Stormwater Pollution Prevention Plan (SWPPP). The objective of the SWPPP is to assist in meeting the requirements mandated by the EPA under the Clean Water Act Amendments and to promote Best Management Practices (BMPs) to control stormwater runoff and to improve water quality. The SWPPP has been prepared to fulfill the following objectives.

  1. To identify potential sources of pollution that may affect the quality of stormwater discharges.
  2. To describe BMPs or control measures intended to minimize the pollutants in the stormwater runoff from City facilities.
  3. To provide practical guidance for implementing he SWPPP and complying with the terms and conditions of the City's Phase II Stormwater Permit.

We are in the process of locating and eliminating potential pollutant sources and non stormwater discharges into the storm sewer systems.
